Roberta F. Burroughs & Associates (RFBA) has been creatively applying the planning process to urban problem solving since 1988. Among urban planning firms, RFBA is distinguished by attention to detail and ability to craft workable solutions to complex problems.

RFBA is a minority- and woman-owned business that is certified by the City of Houston, the State of Texas, and the Metropolitan Transit Authority (METRO). We are pre-certified with the Texas Department of Transportation in the areas of socio-economic and environmental justice analysis, policy planning, land planning, and systems planning.

Roberta F. Burroughs & Associates is headquartered in Houston, Texas.  We work on projects throughout the United States.  Our clients are governmental and quasi-governmental entities, for-profit corporations, and nonprofit agencies.

RFBA applies its expertise to a wide range of planning issues — primarily community planning, public involvement, NEPA services, and human services planning. We have successfully completed numerous projects, including community revitalization plans, socio-economic impact analyses, community needs assessments, and public involvement processes.

RFBA frequently teams with engineers, architects, and other urban planners — to bring the optimum range of skills to bear on an engagement.
